FLETC will use Hydra/Minerva simulation software for its leadership training
To train police and first responders in the leadership skills needed to successfully run a critical incident command, the Federal Law Enforcement Training Center has decided to utilize the Hydra/Minerva Suite software package developed by Critical Simulations, Ltd, of London, UK.
“The FLETC requires the ability to deliver instructor led facilitation that simulates Critical Incident Command Center operations at the tactical, operational, and strategic levels,” says a justification and approval document issued by the training agency on October 31.
Such a solution would be expected to offer training in the following areas: influencing/negotiating, interpersonal skills, conflict management, team building, partnering, problem solving, oral and written communication, accountability, strategic thinking, crisis management, incident management, intelligence and information sharing and dissemination, critical and creative thinking, and collaborating.
The Hydra/Minerva Suite integrates hardware, software and audio visual equipment, which are used by students to navigate through various training scenarios that take place in different conference rooms and breakout rooms.
The FLETC notice did not identify a price tag for the Hydra/Minerva Suite, but a 2009 report regarding the possible donation of the same software suite to the Los Angeles Police Department put the value at that time at about $370,000.
“The Hydra/Minerva solution provides access to hundreds of training scenarios created and shared by other Hydra/Minerva licensees, which are included as provision in the software license agreement,” FLETC explains. “In addition to our state and local partners, FLETC is charged with training over 90 federal law enforcement agencies.”
FLETC indicated it has evaluated at least seven other competing training simulation packages, but found Hydra/Minerva to be the best suited to the agency’s needs.
