Implant Sciences names Robert Franks, former State Dept. official, as an advisor

Robert Franks

Implant Sciences Corp., a supplier of systems and sensors for homeland security and defense markets, announced on June 25 that Robert Franks has become an advisor to the company.

Franks is a highly regarded security expert who has held senior posts with the U.S. Department of State, the U.S. Mission to the United Nations and private industry. He brings his extensive knowledge of security and law enforcement, along with his relationships with top decision-makers at numerous U.S. and international security organizations to Implant Sciences.

Franks, a 26-year veteran of the State Department, served as an assistant director of the Diplomatic Security Service (DSS). While at DSS, he also served as director of international operations where he managed overseas security and law enforcement for all State Department missions abroad. His responsibilities included operational control over 1,300 Marine security guards and all embassy regional security officers. Franks met regularly with the highest echelons of White House, State Department, Defense Department, and U.S. intelligence agencies regarding security matters affecting U.S. foreign policy. He also served as director of dignitary protection, responsible for the protection of the Secretary of State and all foreign dignitaries visiting the U.S.

Additionally, Franks served as the supervisory regional security officer at the U.S. Embassies in Japan and Russia, and special assistant for countermeasure and information security at DSS. Prior to his overseas assignments, he served as a special agent with DSS for 15 years.

Franks has received numerous awards, honors and commendations during his years of service from the Departments of State and Justice, the FBI, the DEA and the U.S. Secret Service.

He most recently was employed as an account executive with EOD Technology, where he was responsible for overseeing the U.S. Department of State's security support account, a 5-year, multi-billion dollar security services contract. In this role he managed more than 700 security specialists assigned to U.S. embassies. Prior to that, he was principal security advisor to the U.S. Mission to the United Nations, where he was responsible for all matters related to the security of foreign missions accredited to the United Nations.

During his time in private industry, Franks served as director of corporate security at Time, Inc., where he was responsible for the company's corporate security program.

"Robert has a keen understanding of the clear benefits our Quantum Sniffers offer in multi-layered security environments for both government and corporate security environments. His long-standing relationships with senior staff in federal law enforcement and security personnel at organizations, including the U.S. Department of State, the U.S. Secret Service, and the Department of Homeland Security's Critical Infrastructure, will open doors for the company," said Glenn Bolduc, president and CEO of Implant Sciences.
