Settling Chicago case 'marks a new beginning' for Redflex


GLENDALE, AZ Feb. 6, 2017 Following today's announcement of a settlement with the City of Chicago over its qui tam case, Redflex Traffic Systems®, Inc. (RTSI) has resolved all criminal and civil matters in the United States arising out of the Company's 2013 investigation into misconduct by former executives. Under the terms of the settlement, Redflex will pay the City of Chicago $20 million, with $10 million payable by the end of 2017 and the balance to be paid, in various annual installments by the end of 2023, unless extended by the terms of the agreement. As a result of these provisions, Redflex remains financially strong, with over 150 existing contracts in communities across the Americas.

The settlement of the qui tam case follows last month's announcement by the United States Department of Justice (U.S. DOJ) of a Non-Prosecution Agreement (NPA) with RTSI. The NPA provides that the U.S. DOJ will not charge RTSI with any offense relating to the activities the Department was investigating in Chicago and locations in Ohio, provided the Company fully complies with the provisions of the NPA. The Company was not required to pay any fine or penalty to the U.S. DOJ, which noted in its public announcement that the Company had conducted an internal investigation, shared the results with the government, terminated the employment of those involved in wrongdoing, accepted responsibility for its conduct, and made early and extensive remedial efforts.

Redflex will continue to focus on developing innovative photo enforcement technology that saves lives and improves road safety. The company plans to drive revenue growth by increasing renewal rates, providing additional services and opening new markets. Redflex continues to produce positive cash flow.

Siklu transmitters used as part of Super Bowl security plan


FORT LEE, NJ Feb. 2, 2017 Siklu Inc., the global market leader in millimeter-wave solutions, announced today that it has been selected by the city of Houston to provide wireless connectivity for the video surveillance system to be used at Super Bowl LIVE, a 10-day outdoor event in Houston that is expected to draw more than one million visitors as part of the pre-game festivities.

Siklu’s EH-600TX radios will be used to transmit video surveillance from the east side of downtown Houston, which will host the Super Bowl LIVE festivities from January 28 to February 5. The outdoor event will include entertainment, music and games and will be held over several city blocks near a 12-acre urban park.

The high level of wireless activity that will take place is expected to create network congestion that Siklu’s radios will bypass by operating on the unoccupied, wide 60GHz spectrum, which is separate from traditional wireless consumer networks. Siklu’s millimeter wave radios use narrow beam technology, eliminating interference from outside networks.

Siklu's radios are part of a 36 megapixel camera deployment provided by Axis Communications, a PSIM system from VidSys, and a video management system from Genetec, all of which are being deployed by the Houston Police Department to monitor Super Bowl LIVE. Using a mix of fiber and millimeter wave wireless from Siklu, the city is taking a hybrid approach to its network infrastructure for the event to ensure continuous interference-free video surveillance to enable the police department to monitor the area for issues. The system offers fiber-like quality with the flexibility, speed of deployment and affordable cost associated with a wireless network.

Hikvision security system also serves instructional purpose at Utah school

CITY OF INDUSTRY, CA Jan. 16, 2017 Hikvision USA Inc., the North American leader in innovative, award-winning video surveillance products, delivered a new security system that will be used for classroom instruction as well as security at Kids World, a non-profit school for students with disabilities, located in Taylorsville, Utah.

The system was installed over the holidays. Since its founding in 2005, Kids World has helped students (pre-school to 7th grade) with a variety of challenging disabilities, said Kids World founder Brandon Francis. “We help students get their behavior, social skills, and academics to the point where they can be successful in school and in their community,” Francis said. “We become a family to our students and I always hate to see them graduate our program, but it’s great to see them confident and ready to flourish in their next educational setting.”

Several Kids World graduates have moved on to public school settings. One child, who was nonverbal initially, started speaking after participating in an auditory therapy program at Kids World.

Florida study shows red-light cameras reduce crashes at intersections


MESA, AZ Jan. 5, 2017 According to the Florida Department of Highway Safety and Motor Vehicles' (DHSMV) fifth annual report on Red-Light Safety Cameras, intersections equipped with the technology are bucking an alarming statewide trend. While overall crashes statewide have increased by 33 percent from 2012-2015, crashes specifically related to red-light running at red-light safety camera intersections have decreased by more than 3 percent.

Even more significant is the reduction in crashes at red-light safety camera intersections involving "non-motorists"-- pedestrians and cyclists. These collisions at red-light safety camera intersections fell by nearly 20 percent while at the same time the number of pedestrian and bicyclist fatalities statewide climbed nearly 33 percent during the four-year period studied in the report.

"This important analysis shows red-light safety cameras continue to stand out as a deterrent to dangerous crashes, especially those involving pedestrians," said Liz Caracciolo, ATS Safety General Manager. "An overall 3 percent reduction in red-light running crashes at Florida's worst intersections, along with a 20 percent decrease in crashes involving non-motorists are notable achievements considering the fact that crashes are climbing at a frightening rate statewide."

Findings from ATS partner municipalities include:

  • In Davie, both angle and total crashes were reduced by 50 percent.
  • Florida City reported a 36 percent reduction in angle crashes.
  • Ocoee's pair of intersection equipped with red-light safety camera technology saw a 55 percent reduction in angle crashes.
  • In Orange Park, total crashes were reduced by 69 percent while angular crashes saw a 75 percent reduction.
  • The city of Orlando reported an overall crash reduction of 36 percent combined with a 57 percent reduction in angle crashes.
  • Sarasota experienced 29 percent fewer total crashes and an 18 percent reduction in angular crashes.

Each year, DHSMV gathers and analyzes program and crash data from municipalities operating under Florida's Mark Wandall Traffic Safety Act. Of the 58 cities using red-light safety camera to deter red-light running, 28 were selected for an in-depth analysis of crash data specific to intersections armed with the technology.

Despite these positive results, DHSMV cautions that "the crash analysis should be put into context of the overall complexity of the issue at hand, as many factors may contribute to the change in number of crashes outlined in this report."
