New Cybersecurity Regulations Adopted to Protect Financial Systems & Information

In 2016 almost 1.1 billion identities were stolen globally.  This number is up dramatically from a reported 563.8 million identities stolen in 2015.   In addition, the same Symantec Internet Security Threat Report placed the United States at the top of the list for both the number of breaches by country (1,023) and the number of identities stolen by country.

New York State’s Division of Financial Security and other government entities around the globe have been monitoring this increased cybercriminal threat and determining means to help protect the private information of individuals as well as the information technology systems of regulated organizations.

New York State’s Division of Financial Security released new cybersecurity requirements (23 NYCRR 500), directly affecting the way that financial data is managed going forward. Applicable to financial services companies operating in New York State, these regulations declare that, on an annual basis, financial firms are required to prepare and submit a Certification of Compliance with the NY DFS Cybersecurity Regulations to the superintendent, commencing on February 15, 2018.

The scope of this legislation describes measures related to: cybersecurity programs and policy, personnel, resources and training, penetration testing and assessments, audit trails, access privileges, application security, third parties, NPI (Non Public Information) encryption, data retention, incident response and notification.

Among other requirements, this regulation dictates that companies declare any cyberattack to the superintendent within 72 hours. In the past, many companies chose to not disclose information related to these hacking exposures because much of their cost stems from damage to brand reputation and the necessary steps required to rebuild the trust of their clients post-attack.

Similar to the NY DFS proposal, the Federal Reserve Board (FSD), the Office of the Comptroller of the Currency (OCC), and the FDIC issued an advance notice of proposed rulemaking (ANPR) on enhanced cyber risk management and resilience standards for large banking organizations.  Additionally, the states of Vermont and Colorado have released laws pertaining to cybersecurity and the improved protection and monitoring of data. 

Two technologies specifically called out in the new NYS DFS Cybersecurity requirements, Multi-factor Authentication (MFA) and Risk Based Authentication (RBA), are key methods of complying with regulation and defending against attacks. 

Multi-factor authentication is defined as using at least two factors to authenticate a person, generally a combination of:

  • “Something I Have” — this could be a hardware token, a mobile soft token, etc.
  • “Something I Know” — like a PIN code, a password, and
  • “Something I Am” — such as a fingerprint or face recognition.

With MFA, the two factors are fully independent from each other (i.e. the failure of one factor would not compromise the other one).

Risk based authentication is the capacity to detect anomalies or changes in the normal use patterns of a person as part of the authentication process, require additional verification if an anomaly is detected to avoid any breach.

Gartner Defines New Application Security Testing Orchestration Market and Mentions Code Dx

Gartner’s 2017 Hype Cycle for Application Security also Mentions Code Dx in Application Vulnerability Correlation Category

 

Code Dx, Inc., provider of an award-winning application security solution that automates and accelerates the discovery, prioritization and management of software vulnerabilities, was recognized by Gartner in its Hype Cycle for Application Security, 2017 report published July 28, 2017. Michigan city picks Leidos to manage its smart grid initiative

Nuclear Regulatory Commission tabs Leidos for a spot on GLINDA BPA

RESTON, VA July 12, 2017 Leidos (NYSE: LDOS), a FORTUNE 500® science and technology company, was awarded one of six GSA Federal Supply Schedule Blanket Purchase Agreements (BPAs)  by the Nuclear Regulatory Commission (NRC) to compete for BPA calls to provide information technology (IT) support under the GLobal INfrastructure and Development Acquisition (GLINDA) Enterprise Services program.  The BPA has a base period of performance from date of award through September 29, 2019 plus three one-year options, and a maximum potential value of $679 million for all awardees if all options are exercised.    Work under resultant BPA calls will be performed primarily at NRC Headquarters in Rockville, Md. and will also support each of NRC's Regional Offices in King of Prussia, Pa, Atlanta, Ga., Lisle, Ill.,  Arlington, Texas., and a Technical Training Center in Chattanooga, Tenn.

The scope of the BPA includes mobility support services, end-user computing services, network support services, data center and cloud services, and application operations and maintenance support.  For BPA calls that it wins, Leidos will leverage alternatives to existing services and approaches for efficiency improvements, and offer a full complement of IT services to support the NRC's goals and objectives.  The work will contribute to the modernization and rebalancing of the NRC's information management and IT functions to provide greater product innovation to the workforce.

Illinois officials release facilitator RFI for 'Utility of the Future' study

Consistent with the announcement at the June 28, 2017 Regular Open Meeting at the Illinois Commerce Commission, Ameren Illinois and Commonwealth Edison (ComEd) released an informal Request for Information (RFI) today regarding the selection of the NextGrid independent facilitator.  The electric utilities are seeking a qualified individual and/or organization to coordinate and facilitate the Utility of the Future study.

Proposals must be submitted by July 14, 2017 by 5:00 PM CT to [email protected] or [email protected].  Submissions are limited to five pages, including attachments, and late submissions will not be accepted.

The study will be led and overseen by the ICC with the assistance of an independent facilitator who will seek input from all members of the energy stakeholder community on goals and guiding principles for the process.

ALEXANDRIA, VA June 23, 2017 The Department of Defense held an "Industry Information Day" today to provide information regarding the DFARS 252.204-7012 clause, which requires all DoD contractors who work with Covered Defense Information (CDI) to implement all 110 security controls specified under the NIST Special Publication 800-171 before the end of this year.

Although contractors had held out hope that the December 31st deadline would be extended, today's Industry Day briefings made it clear that there will be no extension, so contractors interested in remaining eligible to bid on DoD contracts should take action now in order to complete their implementation of DFARS requirements before year's end.  

"Implementation of the NIST standards and other requirements of DFARS 7012 can be challenging for even the most experienced contractors," said Nelson Kanemoto, founder of eResilience, a division of Referentia Systems. "For small and medium sized businesses it's even more difficult because of limited time and resources. Today's news that there won't be any extension of the deadlines makes it critical for contractors to get started ASAP, especially since it's not guaranteed that government contract officers will accept a System Security Plan and POAM for implementing DFARS regulations as an alternative to timely compliance. If you're non-compliant at the end of the year you risk having to stop work."

Leidos and AT&T transforming DoD Information Network to a software-designed enterprise
