OFFSET “Sprinters” to Pursue State-of-the-art Solutions for Second Swarm Sprint

DARPA’s OFFensive Swarm-Enabled Tactics (OFFSET) program envisions future small-unit infantry forces using small unmanned aircraft systems (UASs) and/or small unmanned ground systems (UGSs) in swarms of 250 robots or more to accomplish diverse missions in complex urban environments. By leveraging and combining emerging technologies in swarm autonomy and human-swarm teaming, the program seeks to enable rapid development and deployment of breakthrough swarm capabilities.

To continue the rapid pace and further advance the technology development of OFFSET, DARPA is soliciting proposals for the second “swarm sprint.” Each of the five core “sprints” focuses on one of the key thrust areas: Swarm Tactics, Swarm Autonomy, Human-Swarm Team, Virtual Environment, and Physical Testbed. This second group of “Swarm Sprinters” will have the opportunity to work with one or both of the OFFSET Swarm Systems Integrator teams to develop and assess tactics as well as algorithms to enhance autonomy.

The focus of the second sprint is enabling improved autonomy through enhancements of platforms and/or autonomy elements, with the operational backdrop of utilizing a diverse swarm of 50 air and ground robots to isolate an urban objective within an area of two city blocks over a mission duration of 15 to 30 minutes. Swarm Sprinters will leverage existing or develop new hardware components, algorithms, and/or primitives to enable novel capabilities that specifically demonstrate the advantages of a swarm when leveraging and operating in complex urban environments.

The conclusion of the second sprint is aligned with a physical and virtual experiment, where “sprinters” will be able to more deeply integrate and demonstrate their technology developments. The sprinters will have the opportunity to work with DARPA and the Swarm Systems Integrators to further expand the capabilities relevant to operational contexts.

“As operations in urban environments continue to evolve, our warfighters need advanced capabilities to keep up with the ever-changing complexity of the urban scenario,” said Timothy Chung, program manager in DARPA’s Tactical Technology Office (TTO). “The focus on enhancing autonomy in operational contexts will further advance future swarming capabilities allowing the warfighter to outmaneuver our adversaries in these complex urban environments.”

The announcement for this second swarm sprint follows the awarding of contracts to the first cohort of OFFSET Swarm Sprinters to:

  • Lockheed Martin, Advanced Technology Laboratories
  • SoarTech, Inc.
  • Charles River Analytics, Inc.
  • University of Maryland
  • Carnegie Mellon University

Each of these inaugural sprinters will focus on generating novel tactics for a multi-faceted swarm of air and ground robots in support of the mission to isolate an urban objective, such as conducting reconnaissance, generating a semantic map of the area of operations, and/or identifying and defending against possible security risks.

3-Day Islamabad International Counter Terrorism Forum 2018 (IICTF-2018) Concluded

ISLAMABAD, Pakistan, April 6, 2018 -The National Counter Terrorism Authority (NACTA), Government of Pakistan, organized a three-day conference titled Islamabad International Counter Terrorism Forum (IICTF-2018), envisaged on the theme Pakistan's Endeavours and Achievements in Countering Extremism/Terrorism (PEACE). The theme for 2018 symbolizes Pakistan's long struggle in bringing peace back to its nation after facing a multitude of challenges on national and international fronts.

The IICTF-2018 was held during April 3rd to 5th, 2018 here at Islamabad. Experts from all across the world were invited to attend the conference, including representatives from China, Russia, France, Saudi Arabia, Norway, Thailand, the United Kingdom and the United States. Scholars, experts, policy makers and politicians from Pakistan also partook in the IICTF-2018; making it a two-way communication and learning experience for scholars from within Pakistan, and beyond. The concluding session was devoted to Pakistan's journey from a victim to a victor, as held today on April 5thApril, 2018.

The IICTF-2018 was concluded with the Prime Minister of Pakistan, Mr. Shahid Khaqan Abbasi, as Chief Guest. He delved into the issue of how terrorism invaded the borders of Pakistan, recalling a time when Pakistan was safe from terrorists and the infiltration of drugs. He said that the Afghan invasion brought major changes in the region, particularly impacting Pakistan. He then discussed the journey Pakistan has had in overcoming said challenges that penetrated Pakistan's borders in the decades that followed the Afghan war. The Prime Minister further observed that no country wants peace in Afghanistan more than Pakistan, countering all claims to the contrary. Pakistan suffers the most, he articulated, from instability in its bordering regions.

On the issue of terrorism in the South Asian region, the Prime Minister called special attention to the terrorism permeating the Indian occupied Kashmir. He called upon the international community to accept the reality prevailing in Indian occupied Kashmir, whereby 17 young innocent lives were claimed in cold blood last Sunday. Mr. Abbasi stressed that the Kashmir issue can only be resolved through the implementation of the United Nations Security Council Resolution calling for a plebiscite in the area.

Noting that terrorism has now become a global challenge, the Prime Minister took pride in the fact that Pakistan has been victorious in defeating a monster, where the rest of the world has failed. Cities like Karachi that were once declared as one of the most dangerous cities in the world, have recovered from the catastrophe with courage and grace. Finally, The Prime Minister expressed his gratitude to all the participants for their invaluable contributions, and to NACTA for taking such a brave and essential initiative.

Mr. Ahsan Iqbal, the Interior Minister of Pakistan, who also graced the occasion, noted that although Pakistan has suffered from terrorism for a considerable time, it has also fought against the same with great valour and spirit. Remembering notable sacrifice of Aitzaz Ahsan Bangash, he paid a tribute to the unsung heroes of Pakistan who laid their lives in the cause of countering terrorism and extremism. Referring to the National Action Plan, the National Internal Security Policy 2014-2018, and the National Counter Extremism Policy Guidelines, he said that Pakistan has been engaging all factions of state in its devotion to countering terrorism and violent extremism. Looking forward, Mr. Iqbal noted that Pakistan is now looking towards stabilizing its future, relying on economic opportunities such as China-Pakistan Economic Corridor (CPEC), enabling development not just in Pakistan, but in the whole region.

The Foreign Minister of Pakistan, Mr. Khawaja Asif discussed Pakistan's vision for a democratic Pakistan, remarking that Pakistan was built upon the values of democracy, justice and fair play, as envisioned by Qauid-e-Azam Muhammad Ali Jinnah. Referring to the nation's fight against terrorism, Mr. Asif stressed on the need for a regional strategy to overcome the scourge of terrorism that is impacting the south Asian region of the world. He called for cooperation with neighbouring countries, particularly in the field of countering terrorism to ensure long term peace and development on a regional and global level.

Ms. Sherry Rehman, Leader of the Opposition, Senate of Pakistan, gave valuable insights on the need for inclusion of women in all settings of society for a peaceful and prosperous Pakistan; presenting the remarkable notion that it's not just a few good men that are needed to undo the effects of terrorism, but a lot of women involved in the process as well.

Mr. Shah Mehmood Qureshi, Member National Assembly and former Foreign Minister of Pakistan, discussing Pakistan'smarch towards stability, shed light on the internal and external challenges faced by Pakistan. Despite such challenges however, he noted, Pakistan remains a resilient nation willing to fight back and reverse the effects left by terrorism and extremism.

The National Coordinator NACTA, Mr. Ihsan Ghani, who led this monumental effort for calling an international conference on the momentous subject of counter terrorism, thanked the participants and the speakers for honouring the occasion. He recalled some of the highlights of IICTF-2018 over the preceding two days, observing that the discussions were holistic and had far-reaching implications. Albeit, he regretted, that each point could not be addressed in more detail due to constraints of time. Mr. Ghani further noted that the IICTF would be a recurring annual event with fresh themes allocated for each year, hoping that the process of learning, sharing and cooperating would only continue on a regional and global level.

Saudi Arabia's Crown Prince Visits Lockheed Martin's Silicon Valley Site

SUNNYVALE, Calif., April 6, 2018 -- Lockheed Martin's top executive hosted the Kingdom of Saudi Arabia'sCrown Prince, His Royal Highness Mohammed bin Salman, at the company's Sunnyvale, California site on April 5. Sunnyvale is home to many of the company's satellite programs as well as technologies for missile defense, solar array production and advanced research and development.

The Crown Prince and Marillyn Hewson, Lockheed Martin Chairman, President and Chief Executive Officer, toured advanced technologies for both air and missile defense and satellite communications. The visit included key elements of the THAAD system and a tour of the satellite assembly and test facility where Lockheed Martin is building two communications satellites for Arabsat and the King Abdulaziz City for Science and Technology (KACST).

"For more than 50 years, we have been proud to partner for the national security and economic growth of Saudi Arabia," Hewson said. "That's why it was a special honor to host His Royal Highness Mohammed bin Salman at our Space facility here in Silicon Valley. During the visit, he saw firsthand the powerful and innovative satellites being built for Arabsat, which will enhance the Kingdom's technological capabilities. He also met the Saudi engineers who have worked side-by-side with our Lockheed Martin engineers to learn satellite assembly, integration, and test skills. And, together, we celebrated what these efforts will mean for building Saudi Arabia's future space industry and for increasing economic opportunity and job creation throughout the Kingdom." 

In 2015 Arabsat and KACST awarded Lockheed Martin a contract for two LM 2100-based satellites: Arabsat-6A and Hellas-Sat-4/SaudiGeoSat-1. The two satellites will provide advanced telecommunications capabilities, including television, internet, telephone and secure communications, to important government users and commercial customers in the Middle East, Africa and Europe. Both satellites are slated for delivery in 2018.

U.S. Department of Homeland Security Requires All Federal Civilian Agencies to Deploy DMARC

WASHINGTON, April 4, 2018 -- More than 95 percent of email domains managed by the Executive Office of the President (EOP) are in danger of being used in a large-scale phishing attack. Only the Max.gov email domain has fully implemented the top defense against email phishing and spoofing, according to research released today by the Global Cyber Alliance (GCA). Seven of the domains have implemented the Domain Message Authentication Reporting & Conformance (DMARC) protocol at the lowest level "none" which monitors email but does not prevent delivery of spoofed emails. Further, GCA found that 18 of the 26 email domains under management haven't started the deployment of DMARC.

Without DMARC implemented, scammers and criminals can easily "hijack" an email domain to steal money, trade secrets or even jeopardize national security. DMARC weeds out fake emails (known as direct domain spoofing) deployed by spammers and phishers targeting the inboxes of workers in all sectors of society.  According to the 2017 Symantec ISTR report, 1 in 131 emails contained malware, the highest rate in 5 years.

"Email domains managed by the EOP are crown jewels that criminals and foreign adversaries covet," said Philip Reitinger, president and CEO of the Global Cyber Alliance. "The lack of full DMARC deployment across nearly every EOP email address poses a national security risk that must be fixed.  The good news is that four new domains have implemented DMARC at the lowest level, which I hope indicates that DMARC deployment is moving forward.  The EOP domains that have recently deployed DMARC at its lowest setting includes WhiteHouse.gov and EOP.gov, two of the most significant government domains.  I hope that the government will move rapidly to block phishing attempts across all EOP domains."

Domains under the control of the EOP include Budget.gov, OMB.gov, WhiteHouse.gov, USTR.gov, OSTP.gov and EOP.gov – all well-known email domains that are valuable for phishers looking to trick government employees, government contractors, and U.S. citizens.

The weak DMARC deployment by the EOP is surprising after the U.S. Department of Homeland Security mandated that all federal agencies implement DMARC last year. Security experts praised DHS and Senator Ron Wyden, who called for agencies to implement DMARC, for pushing government agencies to quickly implement DMARC at the highest level possible.

GCA has published five reviews of DMARC implementation – two looking at organizations in cybersecurity, one looking at banks, one examining public and private hospitals, and most recently a look at the top tax software providers. When Agari looked at Fortune 500 companies last August, they found 8 percent protected their companies' domains with DMARC.

Coalfire Assesses Google Cloud Platform for FedRAMP JAB Authorization

WESTMINSTER, Colo., April 3, 2018 -- Coalfire, a trusted provider of cybersecurity advisory services, announced that is has performed a Federal Risk and Authorization Management Program (FedRAMP) Moderate Assessment of the Google Cloud Platform. The FedRAMP assessment confirms that the systems and security controls of the Google Cloud Platform adhere to the specifications required for moderate impact systems.

Google Cloud Platform is a suite of cloud computing products, including computing, networking, storage, big data, machine learning, identity, security, management, and development tools that runs on Google's global infrastructure. Posing as CSRA Executives, Thieves Conduct Fake Interviews and Solicit Banking Information from Job Applicants

FALLS CHURCH, VACSRA Inc. (NYSE:CSRA) is cautioning members of the public, particularly those in the job market, to be on the lookout for fraudulent activity targeting prospective job applicants. CSRA has reported this scam to law enforcement and federal agencies, including the Federal Bureau of Investigation (FBI), and is fully cooperating with them.

Fraudsters posing as company executives and board members of CSRA have been soliciting victims to apply for jobs at CSRA. The perpetrators use fake gmail accounts to communicate with victims, and then conduct interviews while posing as a CSRA executive, often using the name of a real executive at the company. The scams solicit personal information and send applicants what appear to be checks in order to obtain their financial information.

Such nefarious practices are a common tactic; however, there has been a steady uptick in activity over the past few weeks and CSRA wants to protect the interests of future hires. These scam artists often prey on people as a cold call, although CSRA has not observed any issues with candidates who have applied for jobs. The scheme appears to be a global operation that has evolved over the years, with countless victims.

For the public, and especially those interested in applying for jobs with CSRA:

Use caution when approached by individuals you don’t know.

Never provide banking information during the interview process. 

CSRA will always provide a formal offer letter when offering employment.

DCS Announces Support to Program Manager Positioning, Navigation and Timing

ALEXANDRIA, Va., April 3, 2018 -- DCS Corporation has been awarded a 5-year, $98 millionprime task order to provide Systems Engineering and Technical Assistance support to Program Manager Positioning, Navigation and Timing (PM PNT) of Program Executive Office Intelligence Electronic Warfare and Sensors (PEO IEW&S). Second Matson Containership Begins Construction at General Dynamics NASSCO

SAN DIEGO, April 2, 2018 -- General Dynamics NASSCO has started construction on the second ship in a two-ship series of Kanaloa-class containerships for Matson Navigation Company, Inc.

Construction of Matsonia began with a ceremonial first cut of steel at NASSCO's San Diego shipyard where the first ship in the series, Lurline, is 15 percent complete. Both ships will transport containers, automobiles and rolling stock between the West Coast of the United States and Hawaii. Using proven design standards, the ship design incorporates liquefied natural gas-capable main and auxiliary engines, which are compliant with Tier III emission requirements. Future installation of a LNG fuel gas system can be accommodated on the 870-foot-long, 3,500 TEU platform combination container and roll-on/roll-off ("Con-Ro") vessels.

Construction of the first ship for Matson, Lurline, is scheduled to be complete in the fourth quarter of 2019. Matsonia is scheduled for delivery in the second quarter of 2020.

NASSCO partnered with DSEC Co., Ltd., to provide Matson with state-of-the-art ship design and shipbuilding technologies. For more than a decade, this partnership has produced premium ships for five separate Jones Act owners.

Safety Dynamics, Mantaro and Beeper Complete Deployment for Houston PD With SENTRI II

Mantaro Networks and Beeper Communications deployed Safety Dynamics' portable SENTRI II gunshot detection units for a pilot in Houston, Texas, aimed at evaluating advanced alert and surveillance technologies.

The pilot provided additional security, monitor and alert throughout the three-week Houston Livestock Show and Rodeo. The show is the world's largest livestock industry event in the world with 2.4 million in attendance this year and 22,000 event volunteers. Throughout the three-week show, there were large daily headline events and concerts, and the Safety Dynamics SENTRI II Gun Shot Detection (GSD) system provided additional security and safety support to Houston PD personnel. All data and video was monitored in real time by the Houston Police Department. The pilot included other vendors, integrators and carriers for the city to evaluate multiple systems for larger city deployments upon conclusion of the rodeo.

SENTRI II is the next generation of gunshot detection systems. The deployment marks another milestone in the advancement of this proven public safety technology by allowing the stand-alone gunshot detection systems to be completely portable using Beeper's advanced wireless SD WAN Cellular Bonding solution, the IE 5000 Multi-WAN Channel Bonder. 

Safety Dynamics is an industry pioneer specializing in gunshot detection, camera and acoustic surveillance and other analytical sensory technology and warning systems. The company leads the industry with the largest single citywide deployment in Tijuana, Mexico, in 2006. The SENTRI solution uses patented acoustic algorithms identifying the precise location with plus/minus ONE degree of accuracy. Alert and notification are delivered directly to the user within less than ONE second of an event. The system immediately geo-locates the event and will plot it on a map, which can be integrated with the user's command center or Network Operations Center (NOC).

Now that the event is over, the police department can continue to leverage the technology and move it to the next desired location in a matter of hours.  Other solutions are typically fixed, requiring much longer setup and calibration times as well as pre-existing network connections, such as costly fiber or coax. 

"The speed and ease of installation of the SENTRI II system are impressive. Basically, it was out of the box and on location. We were up and running and connected to existing infrastructure in a matter of hours. Other solutions can be problematic, requiring many man-hours to deploy," stated Sgt. James Turner, Houston Police Department.

The IE 5000 SD WAN Cellular Bonder is a Comprehensive Communications Device (CCD,) delivering high-capacity wireless broadband connectivity. It essentially provides a "network in a box" that actively and dynamically analyzes and profiles existing cellular (3G, 4G, LTE and so on) networks for capacity and availability. It identifies the four most available channels (regardless of frequency,) aggregates that capacity, then bonds the four channels into one high-capacity Virtual Private Network (VPN) which is securely managed by the user.

The system is fully backwards-compatible, frequency/device agnostic and ideal for the transmission of low-latency (less than one-half second), analog and digital, real-time data and video from the field to the command center anywhere in the world. The system provides un-tethered mobility in the most challenging environments. Additionally, by integrating the SD WAN Cellular Bonder with SENTRI, the system is now highly scalable, as multiple feeds for acoustic, data and video can be daisy-chained through the Bonder, leveraging other existing PD assets. 

"There is a clear and rapidly growing need for GSD and advanced surveillance and analytic solutions as many major cities continue to experience gun violence on an epidemic scale. The flexibility that the portable SENTRI II provides is unprecedented in the industry. Competitive solutions can be prohibitively expensive and can require months of tests and validation, which adds to expense and can strain municipal budgets," said Fernandez.

Mantaro Networks led the project utilizing their best-in-class engineering services. Mantaro worked closely with all partners from the design and manufacture of the system itself, through the installation in Houston. Mantaro is also developing enhancements to the SENTRI II including automatic testing and monitoring software. This "24/7 Health Check" further improves upon the system's existing maintenance, monitoring and control capabilities. Mantaro sells and supports the Beeper and Safety Dynamics technology in the U.S.
