StereoVision Imaging Acquires Digital Signal Corporation

PASADENA, Calif., March 12, 2018 -- StereoVision Imaging, Inc., (SVI), the global leader of man-portable mid-range 3D facial recognition systems, announced that it has closed on a financing package with a leading provider of structured debt products to technology and life science companies.  This deal represents a major step in SVI's effort to accelerate and diversify its current product slate, through a major acquisition and an injection of working capital.

A portion of the financing will be used by SVI to acquire the assets of Digital Signal Corporation, a leading developer of LIDAR-based facial recognition technology.  "We are thrilled to have access to Digital Signal's ground-breaking LIDAR technology which will enable us to expand our Identity Intelligence solutions for law enforcement, homeland security, military and other public safety applications," said Greg Steinthal, Founder and President of SVI.  "The LIDAR-based 3D facial recognition technology which we have acquired from Digital Signal provides extremely accurate, real time facial recognition, capable of identifying non-cooperative individuals or 'faces-in-a-crowd' at extended ranges."  This capability will complement SVI's hand-held 3D Facial Recognition Binocular System (FRBS), which is currently being delivered to the US Army under a sole-source contract.

Digital Signal Corporation has been a leader in human identification technology, having developed revolutionary facial intelligence solutions, incorporating LIDAR-based sensors, proprietary software and systems, which provide full-cycle Identity Intelligence, including enrollment, monitoring and identity analytics. Through this acquisition SVI is acquiring a significant portfolio of U.S. and International patents related to the use of LIDAR technology for 3D facial recognition and other potential applications.

FirstNet Public-Private Partnership is Turning 1, Drives Much-Needed Competition, Coverage and Innovation for Public Safety

DALLAS -- The FirstNet public-private partnership is about to turn 1. And we've been hard at work delivering innovation for first responders. That's leading to more competition for the public safety community. So far, more than 350 agencies across more than 40 states and territories are already taking advantage of FirstNet services.

FirstNet is the country's first and only nationwide public safety communications platform dedicated to first responders. Built with AT&T*, in public-private partnership with the First Responder Network Authority, FirstNet is bringing public safety a reliable and always-on way to connect to the tools they need to help achieve their missions. 

"We've been working hard to build something great for first responders," said Chris Sambar, senior vice president, AT&T-FirstNet. "While we have made strong progress, we still have work to do to create the specialized experience that public safety is looking for. To already see this kind of momentum from the public safety community is encouraging, especially since first responders in many states have only recently been able to sign up for service. With FirstNet, first responders finally have a better option than that offered by the incumbent or other commercial providers."

Why first responders are signing up
The agencies using FirstNet make up nearly 30,000 connections on the network. These connections range from smartphones to in-vehicle modems and more.

Each connection helps first responders operate more efficiently and effectively. From crisis situations like a standoff with an armed suspect to supporting citizen safety during large events, first responders see a difference with FirstNet.

We're just under a year into building out FirstNet, and the platform is already giving first responders access to critical capabilities they've long demanded. These include unthrottled domestic data speeds as well as access to priority and preemption. And these capabilities will be even better when we launch First Priority™ later this month. Why does this matter?

Because we can't predict when or where emergencies are going to happen. So we need to make sure our first responders have all the tools possible to communicate when the community is most at risk. These tools must be there when they are needed – for every FirstNet subscriber.

"FirstNet is unprecedented. We're not aware of any other wireless communications platform that has enabled priority and preemption capabilities nationally to first responders without downtime to turn them on," Sambar said. "When lives are on the line, you don't have time to wait for access."

We will continue to enhance first responders' priority and preemption services, giving them different levels of priority that they can control in near real time to help them stay safe and save lives.

Additional coverage first responders are getting
The First Responder Network Authority issued the official green light via a task order to begin the Band 14 build.

Band 14 is nationwide, high-quality spectrum set aside by the government specifically for FirstNet. Only FirstNet subscribers get dedicated priority access to and preemption on Band 14 – no other wireless provider can do this.

We'll cover 95% or more of the U.S. population with Band 14. This will bring first responders access to even more coverage and capacity to help them support emergencies and day-to-day operations across the country – in rural and urban areas. This is important as FirstNet will help to address rural coverage gaps, giving first responders greater access to the connectivity they need.

Over the next 5 years, we'll be putting Band 14 on tens of thousands of new and existing sites nationwide. We haven't wasted any time in getting started. We plan to touch about a third of our cell sites this year alone.

And we've been working with the device community to ensure this important band is included in new offerings, from popular mobile devices like the Samsung Galaxy S9/S9+ to specialty devices like the Sonim XP8 and XP5s. 

Innovation first responders can expect next
We're on schedule and only weeks away from launching the nationwide, dedicated evolved packet network core specifically for FirstNet. This is another breakthrough for first responders.

Bringing the core to life has been a priority since March 2017. And we've put hundreds of millions of dollars behind its build. Creating a separate network core for first responders isn't quick, easy or cheap. But it's necessary.

FirstNet's dedicated core will give first responders the highly secure environment they require. And it will be the foundation for greater innovation and more advanced functionality. Here's a deeper look.

  • Designed to public safety specifications. The FirstNet core is being built to the objectives and standards provided by the First Responder Network Authority, which were developed through years of consultation with public safety.
  • Built on physically separate hardware. The FirstNet core completely separates public safety's traffic from all commercial traffic.
  • Encrypted from end-to-end. The FirstNet core comes with FIPS 140-2 compliant VPN solutions, radio, transport and network core encryption, and advanced physical and logical security protocols to keep all traffic on the network protected.
  • Monitored 24/7/365. The FirstNet core will be monitored at all times by a dedicated Security Operations Center with a dedicated team. Their sole focus will be to watch over the security of the network.
  • Architected for superior reliability and availability. The FirstNet core will help enable the 99.99% end-to-end service availability objective. There will be multiple geographically distributed core sites nationwide for redundancy and performance.
  • Heightened capabilities. The FirstNet core will unlock different levels of priority paired with a local control interface. This means eligible first responders can boost priority levels to best support specific situational responses.
  • Committed to sustained innovation. The FirstNet core will deliver a range of next-generation public safety capabilities. This includes mission-critical Push-to-Talk, z-Axis location-based services and more.

The FirstNet core will connect into the state radio access networks we are building. This will create seamless interoperability from state to state. And it will give all FirstNet subscribers the same access to FirstNet's capabilities as they are deployed. 

When you're dealing with public safety's sensitive, vital information, you need a core that can stand up to rigorous technical and public safety oversight. Once completed, the FirstNet core will undergo extensive, exhaustive testing with the First Responder Network Authority.

State Of Maryland To Assess The Reliability And Security Of Its 911 Network Infrastructure

STATE COLLEGE, Pa. -- Mission Critical Partners (MCP), a leading provider of consulting and co-managed services for mission-critical infrastructure, along with partner SecuLore Solutions, a Maryland-based cyber security company focused on public safety, has been selected to complete a dynamic 911 network discovery for all public safety answering points (PSAPs) in the state of Maryland. A second component of the project is to complete an in-depth cyber security evaluation of its PSAPs with the goal of protecting them against external and internal threats.

The project will generate greater visibility into Maryland's 911 infrastructure, applications and databases, which are growing in complexity and sophistication as the state transitions to Next Generation 911 (NG911), a broadband, internet-protocol (IP)-based system that enables the transmission of real-time text, images, video and voice calls. While this transition brings tremendous benefits, such as the potential for faster and more efficient emergency response, it also creates increased risks that PSAPs must understand and actively manage to protect against intentional and unintentional threats. For example, in the last 24 months alone, 145 cyber incidents have affected public safety agencies in 43 states.

MCP and SecuLore Solutions will provide the following tasks on behalf of the Maryland Emergency Number Systems Board (ENSB):

  • Complete a dynamic network and asset discovery to create an up-to-date infrastructure and asset database that reveals single points of failure, vulnerabilities and security risks
  • Analyze the future need for PSAPs to proactively protect their networks while migrating to NG911 technology
  • Execute an in-depth cyber security evaluation called CyberBenchmark™ to determine the PSAPs level of risk

U.S. Army Selects Leidos to Continue Geospatial Intelligence Support with $200 Million Contract

Raytheon to enhance FAA's air traffic control system to improve safety and efficiency

Raytheon Company (NYSE: RTN) has been awarded a $73 million FAA contract modification to perform Technical Refresh 1 of the Standard Terminal Automation Replacement System. This update will enable future Terminal NextGen air traffic control tools to be incorporated into STARS and further enhance the safety and efficiency of the National Airspace System. The NextGen air traffic control tools under consideration are:
    •    analytics for improved terminal area weather

STARS is the automated air traffic control system operated by both the FAA and DOD to manage airspace in both large, complex terminal areas, such as New York, and in small, but security-sensitive airspace. ATA President Urges Congress to Act on Infrastructure Funding

WASHINGTON, March 7, 2018 -- Today, American Trucking Associations President and CEO Chris Spear called on Congress to set aside ideological partisanship and put forward a bold infrastructure investment package to address our nation's deteriorating roads and bridges.
"While ATA recognizes how difficult it is for Members of Congress to commit to, or even openly discuss, the types of spending needed to address our ailing roads and bridges, as well as the revenue raisers necessary to get there, it is very clear that doing nothing will impose a much higher cost on the American people and on the industry I represent," Spear told the House Subcommittee on Highways and Transit of the Committee on Transportation and Infrastructure. "Each year motorists spend more than $1,500 due to lack of infrastructure investment—$500 spent repairing their vehicles and nearly $1,000 more wasted sitting in traffic. The trucking industry loses more than $63 billion every year because of congestion on our highway system. That's 362,000 truck drivers sitting idle for an entire year. And as much as we liked the tax cut we got last year, we're going to give it all back because that $63 billion is like a 9% tax on our industry. These are the costs of doing nothing."

In his testimony, Spear cited ATA's proposed "Build America Fund," a 20-cent user fee collected on wholesale purchases of motor fuel, as a solution for paying for needed road and bridge repairs and improvements.

"Unlike tolls or mileage fees, it's extremely inexpensive to collect. More than 99 cents of every dollar will be spent on transportation projects and programs, not paying for new bureaucracies or lining the pockets of foreign banks," he said. "It doesn't grow the budget deficit and it is real money—$340 billion in new, additional revenue over the first 10 years."

Spear highlighted the cost of inaction: a national transportation network broken up by tolls, or paid for by borrowing from foreign governments.

"Doing nothing costs drivers 15 times more than they'd pay under our proposal. Borrowing money from China just passes the buck to future generations, with interest. Some states, in desperation, are resorting to tolls. Look at I-66, just a stone's throw from Capitol Hill. You have toll rates up to $47 for just one 10-mile trip.  Rhode Island is using a loophole in federal law to discriminate against trucks by charging a truck-only toll on more than a dozen bridges," he said. "And some are promoting the idea of selling off public infrastructure to the highest bidder, leaving the people who rely on those facilities to hold the bag for the multinational corporations who will reap the profits for decades after the short-term infusion of cash that states and cities get in return is spent."

In concluding his testimony, Spear pointed out that, in the past, transportation was not a partisan issue, highlighting the fact that, as president, Ronald Reagan raised the user fee twice.

"Roads and bridges are not Republican or Democrat; they aren't free or cheap. It's time to stop pointing fingers and making excuses and start investing in our future," he said.

Lockheed Martin Begins Assembly of JCSAT-17 Commercial Communications Satellite

DENVER, March 7, 2018 -- The assembly, test and launch operations (ATLO) team at Lockheed Martin (NYSE: LMT) has started production of a new commercial satellite, JCSAT-17, that will deliver flexible, high-bandwidth communications to users in Japan and the surrounding region. The JCSAT-17 satellite, manufactured for the SKY Perfect JSAT Corporation (SJC), has entered the assembly and test cycle after completing a rigorous design and engineering phase.

Atsushi Mamiya, JCSAT-17 project manager at SJC said, "Lockheed Martin has done a great job so far. SJC maintains good cooperation with Lockheed Martin and the whole team as they work toward the successful and scheduled launch of this excellent satellite."

Built on Lockheed Martin's new advanced LM2100 bus, the satellite's payload incorporates S-band transponders with a flexible processor along with 18m mesh reflector, enabling assured communications continuity during disaster relief efforts and other high-volume events. It will also carry C- band and Ku-band.

"JCSAT-17's cutting-edge flexible payload processor means that SJC can move bandwidth where it's needed, when it's needed, ensuring that this satellite stays agile, ready and relevant for years to come," said Sam Basuthakur, Lockheed Martin JCSAT-17 program manager. "This is the third modernized and first Mobile Satellite Service (MSS) built on the new LM2100 platform, scheduled for launch in 2019 on Ariane-5. Both Lockheed Martin and SJC are excited to start assembly and integration of this innovative spacecraft employing LM2100 best practices and streamlined ATLO process, which will provide critical MSS communications to SJC and to the people of Japan."

Lockheed Martin technicians begin assembly on the JCSAT-17 commercial communications satellite in a clean room near Denver.

A critical stage in the program, ATLO begins with the satellite's assembly, then moves through the environmental testing and concludes with its launch. Over the next nine months, the ATLO team will integrate subsystem equipment onto the satellite structure, including power, attitude control, propulsion, thermal control, telemetry tracking and control, mechanisms, RF payload and antennas,

JCSAT-17 is the eighth satellite built by Lockheed Martin for SJC, beginning with NSAT-110, JCSAT-9 through JCSAT-13 and JCSAT-110R.
