Implant Sciences Corporation sold seven Quantum Sniffer(TM) QS-H150 portable explosives trace detectors to an airport in China.

Implant Sciences said on Feb. 28, it continues to penetrate the China security market, having sold several million dollars worth of its QS-H150 there since 2008, to a large number of customers, including the Civil Aviation Administration of China.

Springfield, VA-based Cornet Technology, Inc. a provider of video, voice and data communications subsystems signed an agreement with a privately-held secure mobile communications company resell their entire product line to U.S. Defense and Intelligence agencies.

Perrye Turner has been named special agent in charge of the FBI’s Louisville Division by FBI Director Robert Mueller, said the agency on Feb. 27.

Turner had most recently served as deputy assistant director of the Information Technology Engineering Division at FBI Headquarters (FBI HQ), but he also has national security branch program experience from a stint at the Memphis, TN division.

The FBI has named a former special assistant in its anti-terror branch to head up the agency’s Norfolk, VA division.

On Feb. 17, FBI Director Robert Mueller named John Boles special agent in charge of the division. Boles most recently served as a special assistant to the National Security Branch (NSB) executive assistant director, and as section chief of the NSB Executive Staff Section, said the FBI.

Thurrock Council, a unitary authority in Essex, UK, has upgraded its aging CCTV network with state-of-the-art IndigoVision IP technology, which has reduced the amount of time the council staff and local police need to spend reviewing footage. As a result, a number of crimes -- from theft to anti-social behaviour -- have been detected and arrests made, says IndigoVision in a press release it issued on Feb. 15.

Homeland security systems integrator Physical Optics Corp. received a Small Business Innovation Research (SBIR) award for Phase II of the Helmet Embedded Conformal Augmented Display (HECAD) system.

In collaboration with the Homeland Security Advanced Research Projects Agency (HSARPA), said the company, the HECAD Phase II award will provide two-year funding for continued work on an embedded "heads-up" display to increase personal situation awareness for emergency responder, said the company.

LRAD Corp. has announced that its new LRAD 2000X acoustic hailing system broadcasts highly intelligible voice communication that can be clearly heard and understood over five miles away.

Minneapolis-based Walden University is offering an online emergency management degree program aimed at developing skills to handle situations from natural disasters to man-made catastrophes to terrorist acts.

Walden University said its new online M.S. in Emergency Management program helps prepare professionals with the advanced skills they need to lead emergency response efforts, improve public policy and protect communities from natural disasters and other hazardous events.

Commentary and Opinions

What has the country done in the decade since 9/11 to strengthen its homeland defense and security, and better protect our people, property and way of life?

A great question that can and will create a lot of debate, but in my opinion, a fantastic job, so far. Homeland security is an enduring concept in both peace and war. The global war on terrorism is a long war and it may take 25 to 30 years because of the nature of the threat.

As security directors, corporate executives and security companies, we have had the visualization of threats to our facilities described to us by the media during the past 10 years, primarily in the form of a terrorist from overseas.

Consider the statistics: There were 20 government system breaches by May 3, 2011, according to idtheftcenter.org. 80 percent of experience is never captured or reused, said clarabridge.com. 42 percent of professionals use inaccurate information, according to Accenture. And an IDC study in kmworld.com observed that 25 percent of our work already exists.

Summary

In no other country has the political debate about violent radicalization been more contentious than the United States. The latest installment of the so-called “King hearings” -- named after Peter King, the Chairman of the House of Representatives’ Homeland Security Committee, who initiated them -- has yet again shown why.

Our nation's continued budget woes are taking a toll at all levels of government, including local cities and counties that are struggling with higher costs, lower tax revenue collections and sometimes dwindling state and federal aid. The result is a need to look for lower-cost and less-labor-intensive ways to address a range of government security and law enforcement needs. When governments downsize, technology is a tool to help fill the gap.
