Bradford Tousley, a former Defense Advanced Research Projects Agency (DARPA) program manager, has returned to the agency to assume leadership of its Tactical Technology Office (TTO).

From 1997 to 2006, DAPRA said Tousley served as a senior scientist and program manager, creating and managing efforts in unmanned systems, tactical missiles, radar systems, and advanced electro-optical and infrared sensor systems.

Bethesda, MD-based IT solutions and business strategy consulting firm DMI won a two-year task order to provide operations and maintenance (O&M) Support for the U.S. Immigration and Customs Enforcement (ICE) legacy Alien Criminal Response Information Management (ACRIMe) System.

American Military University signed a memorandum of agreement on Jan. 24 with the U.S. Coast Guard to support research projects involving maritime homeland security issues.

American Military University is part of the American Public University System, a private for-profit, online learning institution of higher education. American Public University is the other APUS constituent school. APUS maintains corporate and academic offices in Charles Town, WV, and administrative offices in Manassas, VA,

National Strategic Protective Services (NSPS) said on Jan. 22 that it had been selected by the Department of Energy (DOE) to deliver protective force services at DOE’s Oak Ridge nuclear facilities complex in Tennessee.

NSPS, a joint venture between Triple Canopy, Inc. and Securiguard, Inc., said it will be responsible for providing protective force services to the East Tennessee Technology Park, the Oak Ridge National Laboratory, the Joe L. Evins Federal Building, and the balance of the Oak Ridge Reservation.

CoroWare Technologies has signed a membership agreement with the National Science Foundation (NSF) Safety, Security, and Rescue Research Center (SSR-RC) along with the University of North Carolina (UNC) at Charlotte to participate in cooperative research on advanced robotics for homeland security, health care, and search and rescue.

The former independent chairman of the Senate homeland security and governmental affairs committee Joe Lieberman has joined the advisory board of the Jewish Institute for National Security Affairs (JINSA).

“Senator Lieberman embodied JINSA's mission for almost three decades in the Senate,” said a Jan. 10 statement from the independent, non-profit, non-partisan, non-sectarian educational organization.

CACI International Inc. announced on Jan. 2 that it has acquired IDL Solutions, Inc., a provider of information technology solutions, applications and mission-critical systems support to healthcare IT clients and other civilian agencies.

This acquisition expands CACI’s presence in the $33.5 billion addressable healthcare market and the federal health insurance area, in particular, and complements its November 2012 acquisition of healthcare IT provider Emergint Technologies, Inc.

Commentary and Opinions

In January, the European Commission proposed a comprehensive reform of the EU’s 1995 Data Protection Directive to strengthen consumer privacy laws and harmonize privacy regulations and enforcement across EU member states. While the EU proposal has many useful recommendations, it falls short in a number of areas. Specifically, it adds new regulations that will negatively impact the Internet economy, limits the potential for future innovation and imposes excessive burdens on organizations.
