Dulles, VA-based Carpathia, a cloud operator and leading provider of managed hosting and cloud services for government agencies and enterprises, has launched its Federal Advisory Council (FAC), a group of former government leaders whose expertise will strengthen Carpathia's ability to identify and address federal cloud computing security and compliance challenges.

Alexandria, VA-based Modern Technology Solutions, Inc. (MTSI) has named Kevin Robinson as its new president and CEO. Robinson assumes the role from the company’s co-founder, Phil Soucy, who will become chairman of the board.

The new Secure Identity & Biometrics Association (SIBA) has launched. The organization provides proactive education, policy refinement, and solutions to the complexities of balancing identity security and protection with national security, public safety, economic strength, privacy and innovation. Technologies covered include both biological and behavioral biometrics such as fingerprints, facial and iris recognition, voice identification, and other secure credentials.

Ann Arbor, MI-based Arotech Corporation, a provider of security products for the military, law enforcement, and homeland security markets, has announced that its Training and Simulation Division has received $3.3 million in new orders.

Government services contractor Engility Holdings, of Chantilly, VA, has acquired Andover, MA-based Dynamics Research Corporation (DRC), a U.S. government services, information technology, and management consulting firm. DRC specializes in homeland security, healthcare, research and development, intelligence, surveillance and reconnaissance, and defense readiness, among other areas.

Herndon, VA-based Sotera Defense Solutions was recently awarded a $60 million task order to support the engineering and sustainment of the Federal Bureau of Investigation’s (FBI) Sentinel software case management system. The system was developed to replace digital and paper processes with purely digital workflows during investigations.

The Center for the Study of Traumatic Stress (CSTS) has pushed “Disaster Psychiatry” to the forefront of the field. Disaster psychiatry is a relatively new field of study in psychiatry that focuses on helping people resolve emotional issues and disturbances that stem from surviving major disasters such as terrorist attacks, natural disasters, and wars.

John Lord has been named president of Camber Corp. In his previous position as Camber’s executive vice president and chief operating officer, he led the realignment of the company to better define and focus on Camber's markets in a resource-constrained environment.

Commentary and Opinions

As law enforcement agencies strive to keep our nation safe from terrorists, a growing amount of controversy and distrust regarding the unconstitutional practices of religious and ethnic profiling by law enforcement is being reported from around the country.

There is a group within the NYPD that spies on and profiles Muslims, countless reports of federal agents recruiting informants and/or provocateurs into Muslim communities and Rep Peter King’s congressional hearings about the “Radicalization of the American Muslim Community.”

In 1992, the FBI established its Criminal Justice Information Services (CJIS) division. It is the largest division of the FBI and it provides state, local, and federal law enforcement and criminal justice agencies with access to centralized information, such as fingerprint identification records, criminal histories and sex offender registrations. Due to the extreme sensitivity of this information, the agency has mandated enhanced security measures to protect access to it.

In January, the European Commission proposed a comprehensive reform of the EU’s 1995 Data Protection Directive to strengthen consumer privacy laws and harmonize privacy regulations and enforcement across EU member states. While the EU proposal has many useful recommendations, it falls short in a number of areas. Specifically, it adds new regulations that will negatively impact the Internet economy, limits the potential for future innovation and imposes excessive burdens on organizations.

According to Bobby Brown, VP for Homeland Security, Telephonics business units include a Maritime Surveillance unit, a Communications unit and an Integrated Surveillance Group, which produces a ground-based Advanced Radar System (ARSS), with 1,600 systems deployed globally.  In recent years, Telephonics has collaborated with Customs and Border Protection to develop a package called the Mobile Surveillance System (MSS) that includes ground radar, pan-tilt cameras and a C2 system, with 44 systems presently in CBP’s inventory.

Covia Labs received the award for “Best Interoperable First Responder Communications” in the 2012 Awards Program for its “Alert & Respond” software platform and application that provides voice/data interoperability across a variety of platforms ranging from smart phones to police and fire department radios, embedded devices and drones. The top two markets for the company, according to CEO David Kahn, are the military and public safety.
