People: New Diehl at Safety and Ecology Corp.

Arlington, VA-based Homeland Security Capital Corp.’s Safety and Ecology Corp. (SEC) division has appointed Lieutenant Colonel (Ret.) David Diehl federal program manager. Diehl, former U.S. Army Corps of Engineers Huntsville Center deputy commander, will manage SEC’s recently launched contract initiatives focused on the southeastern region. SEC provides remediation, demolition, and construction services in support of U.S. federal government and DoD base realignment and closure projects, as well as for global missions managed through the Huntsville, AL, and regional offices. It also removes and remediates hazardous nuclear materials for the U.S. Department of Energy and other federal agencies.

People: New CEO for Lockheed Martin Systems Integration-Owego

Bethesda, MD-based Lockheed Martin Corp., has appointed Marillyn Hewson president of Lockheed Martin Systems Integration-Owego, based in Owego, NY, effective Sept. 1, 2008. She succeeds Frank Meyer, who will retire in early 2009, following a 39-year career. Lockheed Martin Systems Integration-Owego provides technology products, services and systems integration solutions to defense, civil and commercial customers. Principal capabilities include helicopter systems integration, fixed- and rotary-wing modernization and sustainment, and ground vehicles and distribution technologies. The business employs approximately 4,000 persons at three locations. Hewson currently is an executive vice president of Lockheed Martin Aeronautics Co. in Fort Worth, TX.

People: FBI terrorism-financing expert joins IPSA

Washington, DC-based IPSA International, Inc., the international risk advisory firm, has appointed Dennis Lormel as a managing director for its anti-money laundering (AML) practice. Lormel, former FBI section chief for financial crimes, will be focusing on AML, combating the financing of terrorism, and fraud and financial crime issues affecting IPSA's clients globally. Following 9/11, he developed, implemented and directed the FBI's terrorist financing initiatives, which evolved into the terrorist financing operations section of the FBI’s counter-terrorism division, according to an IPSA statement.

Springfield, MO-based Digital Monitoring Products, the manufacturer of security and fire alarm products, has named Dave Rogers to the position of director, national accounts. In his new role, Rogers will focus on increasing sales of DMP products to selected larger national and super-regional dealers, as well as on managing and supporting those relationships. He also will be responsible for coordinating international sales. Rogers will report to Jeff McAleer , vice president, sales.

Reston, VA- based BAE Systems, the defense and aerospace company with 97,500 employees worldwide, has named Erwin Bieber president of its Network Systems business. Network Systems serves the U.S. intelligence, defense and homeland security markets with products and capabilities in communications and tactical networks; advanced information technology; and command, control, computing and intelligence systems. The Network Systems business employs 5,000 people at more than 10 major U.S. sites, including San Diego, CA; Burlington, MA; and Wayne, N.J. Previously, Bieber was vice president of engineering for BAE’s Electronics & Integrated Solutions operating group.

People: CIA-FBI-USNIO vet joins WCCCD

James Marcinkowski, a veteran of the Federal Bureau of Investigation, U.S. Navy Intelligence Operations and the Central Intelligence Agency has joined the Wayne County Community College District (WCCCD), which includes Detroit, as its top homeland security consultant. Marcinkowski will develop a new emergency operations plan for the WCCCD's five campuses. In addition, he also will teach homeland security courses at the WCCCD's Michigan Institute of Public Safety Education at the downriver campus in Taylor, MI. The former CIA officer was in the national press spotlight in 2005, when he testified before Congress regarding the Valerie Plame affair. Of Plame, a former covert CIA agent who was exposed for political reasons, he said, "This unprecedented act will have far-reaching consequences for covert operations around the world," and he called the exposure "disastrous."

People: Kimball takes on tracking at Telos

Telos Corp., of Ashburn, VA, has promoted Lisa Kimball to the post of vice president, Defense Manpower Data Center (DMDC) operations at its Identity Management Solutions affiliate. In her new position, Kimball will direct all aspects of DMDC programs’ operational policies, objectives and initiatives, including the Emergency Tracking Accountability system in the continental U.S. and the Noncombatant Evacuation Operations Tracking system outside the continental United States, both of which facilitate emergency and disaster evacuation management.

Kimball also will oversee the Real-time Automated Personnel Identification system, a distributed worldwide network of personal computers and peripherals that enable production of Department of Defense common access cards; the Defense Biometric Identification system for force protection; the Defense National Visitor’s Center; and the Defense Cross Credentialing Identification system.

People: John Meyer named president of BioDefense Corp.

John Meyer, currently a National Law Enforcement Associates director and a retired New York City police detective, has been named president of Boston-based BioDefense Corp.. In his new position, Meyer is expected to help coordinate the Sept. 11, 2008, launch of MailDefender V.3, a mail disinfection unit designed to destroy both viral and biological pathogens that may be carried in a mail system.
