People: CIA-FBI-USNIO vet joins WCCCD

James Marcinkowski, a veteran of the Federal Bureau of Investigation, U.S. Navy Intelligence Operations and the Central Intelligence Agency has joined the Wayne County Community College District (WCCCD), which includes Detroit, as its top homeland security consultant. Marcinkowski will develop a new emergency operations plan for the WCCCD's five campuses. In addition, he also will teach homeland security courses at the WCCCD's Michigan Institute of Public Safety Education at the downriver campus in Taylor, MI. The former CIA officer was in the national press spotlight in 2005, when he testified before Congress regarding the Valerie Plame affair. Of Plame, a former covert CIA agent who was exposed for political reasons, he said, "This unprecedented act will have far-reaching consequences for covert operations around the world," and he called the exposure "disastrous."



McLean, VA-based Alion Science and Technology has named Rear Adm. John Waickwicz (USN-Ret.) manager of Alion’s Engineering Technology Center Group, which focuses on ship design and engineering for the U.S. and foreign navies. A career naval aviator, Waickwicz commanded the Naval Mine and Anti-Submarine Warfare Command, the Fleet Anti-Submarine Warfare Command and the Iceland Defense Force, among other leadership posts.



Brick, NJ- based North American Video, a provider of surveillance and security systems, has named Chad Gilbert vice president of sales and business development. In addition to increasing the company’s existing business, Gilbert’s mandate will be to accelerate NAV’s growth "beyond our traditional gaming markets," the company said in a statement.



Irving, TX-based Night Vision Technologies has named Scott Satine to the position of General Manager. Night Vision Technologies designs and manufactures night/day vision systems, which provide enhanced threat detection to marine craft and to offshore and land-based operators working under adverse light and environmental conditions.



Annapolis, MD- based PharmAthene, Inc., a bio-defense company specializing in the development and commercialization of medical countermeasures against chemical and biological threats, has named Jordan Karp, senior vice president and general counsel, overseeing all legal and human resources matters for the company. Karp joins PharmAthene with more than 17 years of legal experience in such areas as SEC compliance, corporate governance, mergers and acquisitions, government and commercial contracting, and intellectual property.
