People: Senate confirms Elaine Duke

Elaine Duke

Elaine Duke has been confirmed by the U.S. Senate to become Under Secretary for Management for the Department of Homeland Security. She previously served as the Deputy Under Secretary for Management, and before that as the Chief Procurement Officer. She has been with DHS since 2002.



Frank Campbell, a former Deputy Assistant Attorney General and Senior Counsel in DOJ's Office of Legal Policy, during both the Clinton and Bush Administrations, has launched a Washington, D.C.-based strategic consulting firm named Highland Strategies, LLC. Campbell is regarded as specialist in government background checks.



Vice Admiral Harvey Johnson, Jr., has been confirmed by the U.S. Senate to become Deputy Administrator of the Federal Emergency Management Agency. Johnson, who has had a 30-year career in the United States Coast Guard, will serve as FEMA's Chief Operating Officer.



Robert Hopkins, formerly NASA Chief of Strategic Communications, has joined Phillips & Company, a business development and strategic communications consulting firm Senior Vice President and Managing Director of the Washington, DC, regional office.



Dale Taylor has been named senior vice president of the Products Group at Spindale, N.C.-based
First Choice Armor & Equipment, Inc..



John Luzzo has been named Northeast Regional Sales Manager for Parsippany, NJ-based a href="http://www.reachsystems.com">Reach Systems
, a provider of access-control services.
