People: Mills named president of Northrop IT

Northrop Grumman Corp.’s board of directors elected Linda Mills as corporate VP and president of its information technology division effective February 1. The division has sales of $4 billion annually, with over 18,000 employees worldwide. Mills joined Northrop Grumman following its TRW acquisition in 2002 and has been president of the company’s Civilian Agencies business group in the IT sector. She succeeds James O’Neill, who will retire May 1.







John Mitnick, former associate counsel to President Bush and a former associate counsel for science and technology at the Department of Homeland Security, has joined Raytheon Technical Services Co., LLC, a subsidiary of Raytheon, as vice president and general counsel. Mitnick will be responsible for developing legal, ethics and compliance solutions within the RTSC legal team. RTSC specializes in providing mission support, counter terrorism and homeland security solutions to government agencies and commercial customers.



Deborah Gallagher, former chief technology officer in the Department of Defense, has emerged as a key player in the DHS Office of the Chief Information Officer, where she is helping the department implement Homeland Security Presidential Directive 12. HSPD-12 mandates federal agencies adopt a consistent form of employee identification using smart card. DHS is one of four departments for which the Office of Management and Budget granted an extension, with compliance mandated on October 27, 2008. However, the agency announced that while major functions would be covered by that date, approximately 20 percent of the smart card program would not be implemented until 2010.
