Contracts: Nevada OKs $29 million Digimarc secure drivers license deal

The Nevada Department of Motor Vehicles (DMV) has extended its contract with Beaverton, OR-based Digimarc Corp., to provide enhanced security for Nevada’s driver license issuance system through 2017. Under the terms of the agreement, Digimarc will migrate the state’s driver license production method from issuing licenses and ID cards in each branch office to secure production in a centralized manufacturing facility. Digimarc will also deliver its biometric identification system, which uses facial recognition technology to combat applicants seeking to obtain multiple licenses under different identities. The contract is valued at $29.2 million.

Contracts: DHS awards SRA $17.9 million national security IT contract

The Department of Homeland Security issued a multi-year contract to SRA International, Inc., of Fairfax, VA, to support national security and public safety investigations within the Office of Investigations of its Immigration and Customs Enforcement (ICE) unit. The contract calls for SRA to provide law enforcement analysis and IT support services to help ICE identify individuals who pose a national security or public safety threat. The SRA investigative support team, which includes IT professionals and intelligence officers, will draw critical data from DHS and ICE computer systems.

Video surveillance coming to Kabul, Afghanistan

The U.S. Government is contemplating a massive video surveillance project for the country of Afghanistan that would establish surveillance over all major thoroughfares in Kabul, the capital city, as well as all U.S. and multinational camps, traffic circles and Afghan ministry compounds.

Contracts: ESN, Avalon team to support $93 million GSA wireless contract

Engineering Services Network Inc. (ESN), of Arlington, VA, announced the formation of a strategic partnership with Avalon Technology, also of Arlington, VA, to deliver streamlined wireless managed services to federal government agencies under a contract provided through the General Services Administration’s Federal Strategic Sourcing Initiative. The two-year contract, with three one-year options, is valued at $93 million. It is designed to facilitate the processes under which federal agencies order telecommunications and wireless services.

Contracts: FEMA awards $305 million base camp services contract

The Federal Emergency Management Agency issued a $305 million, multi-year contract to Brookstone Emergency Services, of Temecula, CA, to provide national base camp support services. Brookstone Emergency Services has been a leader in providing highly specialized emergency and disaster preparedness services to meet the needs of local, state and federal agencies. It has participated in numerous incidents in California and across the nation relating to fire, emergency and disaster preparedness, including three major incidents rated as Presidential Disaster Declarations: Fire Siege 2003, Hurricane Katrina and Hurricane Rita.

Contracts: Jenkins Security wins $7 million guard deal

The Federal Protective Service division of Immigration and Customs Enforcement has awarded Jenkins Security Consultants, Inc., of Washington, DC, a $7.3 million contract to provide guard services. The company has provided such guard services to several federal agencies, including DHS, the Bureau of Alcohol Tobacco and Firearms, the General Services Administration and the U.S. Naval Research Lab. Last year, some of the company’s guards walked off their jobs protesting failure of contracting government agencies to process payments. ICE has since centralized its invoicing system and appointed an ombudsman to oversee invoices and liaison with contractors.

Contracts: QinetiQ wins $30 million DoD counterintelligence contract

The Missions Solutions Group of QinetiQ North America, of Fairfax, VA, was awarded a $30 million contract with the Defense Department’s Counterintelligence Field Activity (CIFA) agency. Under the five-year follow-on contract, the company will provide a wide range of unspecified security services to CIFA, primarily in the Washington area. The mission of CIFA, created in 2002, is the identification and tracking of terrorists and production of CI threat assessments and advisories in support of DoD force protection and critical infrastructure protection. QinetiQ’s original contract, awarded in December 2003, covered the protection of government personnel, critical infrastructure and sensitive defense programs.

Contracts: Army Engineers award $78 million contract for DHS infrastructure

The U.S. Army Engineer District, Tulsa, announced that it has issued a contract on behalf of the DHS Tactical Infrastructure Program, primarily in the Rio Grande Valley Sector, in the Southewestern Region – U.S., to three companies: Cerrudo Services of Novato, CA; MCC Joint Venture, LLP, of El Paso, TX; and LEC/Amigo Joint Venture, also of El Paso. The contract, valued at $78 million, calls for the construction of structures and facilities needed as part of the nation’s upgraded border security programs.
