Contracts: Los Angeles selects Unisys to run TWIC program

The Port Authority of Los Angeles has contracted with Unisys Corp. to design and manage an identification and access control system using smart card and biometric technologies to identify workers who require access to restricted areas in the port. The three-year contract is part of the federal Transportation Worker Identification Credential (TWIC) program, which is intended to help secure the nation’s maritime transportation system. Under the contract, Unisys will plan, design, develop and manage a field test of the new system and help participating terminal operators integrate TWIC-enabled access control systems using a tamper-resistant credential, or smart card. The card will include a biometric component - a fingerprint template - and a digital photograph that will integrate seamlessly with each operator’s access control system and allow port facility security officers to identify all workers granted access to restricted areas.

Massachusetts company to protect JFK birthplace in Brookline

The house in Brookline, MA, in which John F. Kennedy was born in 1917, now administered as a National Historic Site, will be protected by a burglar and fire alarm system maintained by Special Agent Systems, Inc., of Watertown, MA.
Contracts: DHS orders LaserCard next generation Green Card encoding solution

LaserCard Corp., of Mountain View, CA, has received a purchase order from the Department of Homeland Security to supply a next generation card encoding solution for the agency’s Permanent Resident Card ("Green Card") Program. Under the terms of the purchase order, LaserCard will supply 40 encoders, associated software and services. The new solution will replace "Green Card" personalization equipment which is more than a decade old. The encoders and software, valued at $170,000, are expected to be delivered over the next six months.

Paragon wins $50 million DHS guard contract

Paragon Systems, Inc., a wholly-owned subsidiary of Atlanta-based Tri-S Security Corp., has been awarded a new contract valued at $56 million to provide security services for the Department of the Homeland Security in Washington, DC, Maryland and Northern Virginia.
Contracts: UC-San Diego wins SPAWAR grant to develop cyber protection technology

The U.S. Navy’s Space and Naval Warfare Systems Center (popularly known as SPAWAR) has awarded the University of California – San Diego a contract to develop technology to protect the nation’s cyber infrastructure, including the Internet and other critical infrastructures that depend on computer systems for their missions. The research and development services will, in turn, be provided to the Department of Homeland Security. The 36-month contract, which includes one six-month option, is valued at $1.6 million.

Contracts: FEMA to contract Amtrak for emergency evacuations

The Federal Emergency Management Agency plans to award a contract to Amtrak, the national passenger rail carrier, to provide for possible emergency evacuation by rail of a minimum of 9,000 evacuees within a 48-hour time period from the city of New Orleans. The contract could be expanded to include other urban centers with large mass-transit dependent populations along the Gulf and south Atlantic coasts. Operation of evacuation trains would commence within 24 hours of receiving notice of the need for evacuation services. The initial period of the contract covers from award date through December 30, with four one-year options.

GAO dismisses protest of smart card contract to GD

The Government Accountability Office (GAO) has rejected a protest lodged last January by a small security systems supplier against the award of a contract by the Government Printing Office to General Dynamics Information Technology, Inc. to install equipment that can issue smart card identification credentials.
