Contracts: Los Angeles selects Unisys to run TWIC program

The Port Authority of Los Angeles has contracted with Unisys Corp. to design and manage an identification and access control system using smart card and biometric technologies to identify workers who require access to restricted areas in the port. The three-year contract is part of the federal Transportation Worker Identification Credential (TWIC) program, which is intended to help secure the nation’s maritime transportation system. Under the contract, Unisys will plan, design, develop and manage a field test of the new system and help participating terminal operators integrate TWIC-enabled access control systems using a tamper-resistant credential, or smart card. The card will include a biometric component - a fingerprint template - and a digital photograph that will integrate seamlessly with each operator’s access control system and allow port facility security officers to identify all workers granted access to restricted areas.



General Dynamics has been awarded a contract worth up to $140 million to develop and integrate the maritime and fixed-site joint tactical radio capabilities and provide information assurance services for the Lockheed Martin Airborne, Maritime and Fixed Site (AMF) Joint Tactical Radio System (JTRS) team. An essential part of the tactical Global Information Grid, AMF JTRS will provide secure data, voice and video for on-the-move tactical platforms for joint forces, aircraft, maritime assets and fixed sites worldwide. Work on the program will be performed in Scottsdale, AZ, by the company’s C4 Systems business unit. It will develop and provide qualification testing for the joint tactical radios for maritime and fixed sites, including radio set certification, waveform integration and deployment of fixed-site communication equipment. This will include the processing of High Assurance Internet Protocol Encryptor (HAIPE) services for classified data.



The Transportation Security Administration intends to make a short-term (45 days) single source bridge contract award to Deloitte Consulting, of Reston, VA, to handle project management and technical support for the Certified Cargo Screening and Freight Assessment Programs. Approximately 22 contract personnel will support the programs. The bridge contract is designed to keep the current personnel under contract until the new longer term contract is competed and put in place.
