Contracts: ManTech MBI wins $9.7 million award on DHS EAGLE contract

DHS awarded ICF International, of Fairfax, VA, a task order valued at $6.5 million to support operations of the agency’s emergency preparedness and business continuity office. ICF announced it is partnering with the national security/emergency preparedness consultant Lockstep Consulting LLC, of Scottsdale, AZ, to carry out the work. The one-year DHS contract has two one-year options.
Implant Sciences Corp., of Wakefield, MA, has been awarded a six-month, $100,000 Phase I Small Business Innovation Research (SBIR) contract by the DHS science and technology directorate for the development of a handheld trace explosives sampler. Implant Sciences plans to use its proprietary vortext collection technology in the development of the sampling device.
DHS issued a contract valued at $800,000 to Intelligent Optical Systems, of Torrance, CA, to develop a non-lethal method of human incapacitation. Intelligent Optical’s device, to be known as the "LED Incapacitator," utilizes high-powered light emissions to effectively blind its target and overload his or her brain by using rapidly flashing lights at varying colors and frequencies. It is expected to be available by 2010, for use by law enforcement agencies, such as the U.S. Coast Guard, Border Patrol and the U.S. Secret Service.
