Sen. Susan Collins (R-ME) hailed the updated National Strategy for Homeland Security, released by President Bush earlier this month. "The updated strategy improves upon the original in many crucial aspects," she said. "It now recognizes, for example, the threat posed not just by Al Qaeda, but also by homegrown terrorists. The updated strategy is also now all-hazards, emphasizing the fact that terrorism, catastrophic natural disasters and other hazards require many similar capabilities."

Members of the House Homeland Security Border, Maritime and Global Counterterrorism Subcommittee blasted the National Counterterrorism Center (NCC) for failing to effectively organize and coordinate American law enforcement agencies that would combat terrorist operations overseas. Several subcommittee members suggested that changes in NCC management may be necessary for it to carry out its mandate.

Call it bad PR: When staffers of the Democrat-controlled House Homeland Security Committee visited NASCAR motor speedways in Alabama and North Carolina, ostensibly to study public health issues at large events, the committee "recommended" they get vaccinations for hepatitis A, hepatitis B, tetanus, diphtheria and influenza. Republican members of Congress, whose districts embrace both racetracks gleefully pounced. Rep. Robin Hayes (R-NC), striking an indignant pose, told reporters: "Folks who attend these events certainly do not pose any health hazard to congressional staffers or anybody else."
