PACTS contracts to boost service-disabled veteran-owned businesses

The new procurement initiative, dubbed PACTS, will offer "indefinite delivery / indefinite quantity" (IDIQ) contracts to these small businesses in four functional areas: program management, administrative support, clerical and engineering services.
These four categories will include a range of services such as strategic planning, program assessment, project management, logistics support, contingency planning, resource management, change management, acquisition support, studies and analyses, space planning, risk assessments, etc.
One DHS official likened the new PACTS effort to another ongoing DHS contracting vehicle, Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE), which covers IT-related work.
When asked how many contracts might be awarded under this new PACTS program, the DHS official provided this response: "EAGLE may provide a clue (25 large businesses, 28 small businesses) on a dual track solicitation with 5 functional categories," according to a DHS presentation made at a PACTS industry day meeting held March 26.
The goals of the PACTS initiative include consolidating a large number of contracting vehicles into a "streamlined portfolio" of contract vehicles, taking advantage of the department’s buying power by focusing procurements from an enterprise-wide perspective, and increasing the amount of business DHS awards to SDVOSBs, according to Darlene Bullock, a DHS procurement official.
Each IDIQ contract will include a two-year base period plus three one-year options. Individual tasks will be awarded to one or more companies that hold PACTS contracts in that specific functional area. "The task order Contracting Officer will provide all awardees within the functional category with a ‘fair opportunity’ to be considered for each order in excess of the micro-purchase threshold," industry day attendees were told.
PACTS vendors could be awarded task orders by many different DHS buying activities, including Customs and Border Protection, DHS Headquarters, FEMA, Federal Law Enforcement Training Center, Immigration and Customs Enforcement, TSA, U.S. Coast Guard and U.S. Secret Service.
"PACTS will not be an ‘Everybody gets a contract’ program," said Kevin Boshears, director of the DHS office of small and disadvantaged business utilization. "Currently, multiple awards for each functional category are anticipated, which would mean at least 2 awardees in each functional category."
A draft RFP for PACTS was issued March 5, the final RFP is expected in May, proposals will be due in June and contract awards are anticipated in October.
