Pondering the probability of an attack

A simple theoretical point is fundamental to an understanding of the struggle against terrorism. It is that analysis of terrorist threats and counterterrorist responses must be framed in terms of probabilities -- even when probabilities cannot be computed. We do not know the probability of another major terrorist attack on the United States, or its likely magnitude, or the consequences if there is an attack.
