Coast Guard to track ships – with or without the IMO

Even if the International Maritime Organization (IMO) seeks a delay in the implementation of a new system designed to track the geographic location of ships throughout the world, the U.S. Coast Guard has announced that it intends to begin using the tracking system, as planned, on December 31, 2008.

In the development of technical specifications for the new Transportation Worker Identity Credential (TWIC), two components of DHS -- the TSA and the Coast Guard -- have decided not to follow the primary recommendation of their own maritime security advisory committee and instead insisted that TWIC cards should encrypt the fingerprint data they transmit to card readers.

The U.S. Border Patrol plans to dramatically increase its arsenal of so-called "exotic ammo," consisting of a wide variety of non-lethal weapons and armor, including rubber ball grenades, bean bags and diversionary aerial distraction devices, to secure the country’s southern border.
"Catch and release" morphs into new monitoring policy

President Bush and DHS Secretary Michael Chertoff often claim that the federal government has terminated its "catch and release" policy when it comes to illegal immigrants, but in fact the Immigration & Customs Enforcement unit of DHS is preparing to implement a new "catch, release, install ankle bracelet and monitor" policy that could track the daily movements of as many as 165,000 illegal immigrants.
