GAO to DHS: Get your management act together

A new report from the Government Accountability Office finds that while progress has been made in the
implementation of management functions within the Department of Homeland Security, much work remains to be done. GAO investigators reviewed each of the agency’s management areas: Acquisition, financial, human capital, information technology and real property management. In acquisition, for example, GAO noted that while DHS has recognized the need to improve "acquisition outcomes," the department "has not fully ensured proper oversight of its contractors." In information technology, while DHS has taken steps to develop management controls (including a human capital plan), the agency "has not fully implemented a comprehensive information security program." GAO noted that it has made over 900 recommendations to DHS over the past five years, adding that it would "continue to assess the progress made by the department in its transformation efforts and whether any progress made will be sustainable over the long term."
