Electrical upgrade planned for DHS headquarters

The General Services Administration, which maintains federal buildings, is looking for an engineering and construction contractor who can renovate the complete electrical system for the buildings which sit on the 25-acre former Navy complex. The contractor will be required to keep the existing buildings in operation until the new electrical system is complete.
"Work includes selective demolition of existing electrical system and storm water system, and provision of underground electrical substation vaults, electrical distribution system, spot network substations, including transformers and switchgear, medium voltage metering switchgear and cabling, PEPCO connections, switchboards, connections to existing electrical system, temporary wiring, excavation and backfill and surface restoration and incidental related work," said a GSA notice released February 25.
The upgrade project, which will not require the contractor to hold any special security clearances, should cost between $20 million and $30 million and be completed by the end of 2010, said the GSA.
The Department of Homeland Security moved into the former Navy Complex shortly after it was established in 2003. DHS, Congress and other planning officials are currently reviewing another site, on the campus of the old St. Elizabeth’s Hospital along the Anacostia River in Southeast Washington, as a potential location for a new DHS headquarters.
GSA envisions a firm-fixed-price design-build contract for the electrical work which will be awarded following a two-phase competition. A formal Request For Quotation will be issued on approximately March 17. During Phase 1, all prospective candidates will be asked to describe by April 25 their past performance, technical approach, special experience and capabilities. The GSA will choose as many as five firms to submit more complete Phase 2 proposals by mid-June and anticipates making an award in July.
