Ouster, a San Francisco-based developer of high performance LIDAR technology emerged from stealth today, announcing the launch of the company's new OS1 model LIDAR, and $27 million in Series A funding, led by Cox Enterprises. The OS1 represents a step-change in LIDAR sensing technology that is available on the market today, with marked improvements in mass, form factor, and power requirements. The 64-channel LIDAR sensor, which also matches the resolution of the highest performing automotive LIDAR technology on the market today, has begun shipping to customers, and is rapidly ramping up commercial-scale production at a price point approximately 85% below that of its competition.

The company was founded by CEO Angus Pacala, co-founder and former head of engineering of Quanergy Systems, and CTO Mark Frichtl, a prior Quanergy Systems engineer who also spent time at Palantir Technologies, First Solar, and the Apple Special Projects Group. Pacala and Frichtl formed Ouster with the vision to create a high-performance, reliable, and small form factor LIDAR sensor that could be manufactured at a scale and price that would allow autonomous technology to continue its rapid expansion without the cost and manufacturing constraints currently present in the market.

WASHINGTON – Today, Secretary of Homeland Security Kirstjen M. What GAO Found
GAO's prior work has shown that the Department of Homeland Security (DHS) should complete, document, and make available analyses of key questions related to its chemical, biological, radiological, nuclear, and explosives (CBRNE) consolidation proposal. In August 2016, we reported that several key factors were not included when DHS evaluated its organizational consolidation of CBRNE functions. For example, DHS did not fully assess and document potential problems that could result from consolidation or include a comparison of benefits and costs. Further, DHS conducted limited external stakeholder outreach, thus the proposal may not sufficiently account for stakeholder concerns. Attention to these key areas, identified from GAO's analysis of previous organizational consolidations, would help provide DHS, Congress, and other stakeholders, such as DHS components with assurance that important aspects of effective organizational changes are addressed as part of the agency's CBRNE reorganization decision-making process. GAO previously recommended that DHS complete, document, and make available analyses of key questions related to its consolidation proposal, including: (1) what problems, if any, consolidation may create; (2) a comparison of the benefits and costs the consolidation may entail; and (3) a broader range of external stakeholder input including a discussion of how it was obtained and considered. DHS did not concur, asserting that the recommendation did not acknowledge the extent to which these questions were discussed both internally within DHS and externally with Congress and that DHS's decision to consolidate CBRNE functions had already been made which would make additional analysis redundant. GAO closed this recommendation as not implemented. While GAO has not fully assessed DHS's most recent reorganization plans, GAO continues to believe that documenting information and analyses used to assess the benefits and limitations of its consolidation plan would assist DHS in fully demonstrating how its proposal will lead to an integrated, high-performance organization.
GAO's prior work found that key mergers and organizational transformation practices could further benefit DHS in its proposed CBRNE consolidation. GAO reported in July 2003 on key practices and implementation steps for mergers and organizational transformations that range from ensuring top leadership drives the transformation to involving employees in the implementation process to obtain their ideas and gain their ownership for the transformation. In August 2016, GAO recommended that DHS use key mergers and organizational transformation practices identified in GAO's previous work to help ensure that lessons learned from other reorganizations are considered during the consolidation effort. DHS concurred with the recommendation and stated in its October 2017 consolidation notice to Congress that it will consult the practices during consolidation implementation. GAO will monitor DHS's implementation of the key practices which will help to ensure that lessons learned from other organizations are considered during the consolidation effort.
Why GAO Did This Study
Chemical, biological, radiological, nuclear, and explosive weapons, also known as weapons of mass destruction (WMD), have the potential to kill thousands of people in a single incident. In 2013 Congress directed DHS to review its WMD programs, including the consolidation of CBRNE mission functions. DHS recently notified Congress that consolidation would begin in December 2017.
This testimony is based on GAO findings from an August 2016 report on (1) the extent to which DHS's CBRNE consolidation proposal assessed the benefits and limitations of consolidation and (2) GAO's key practices from past organizational transformations that could benefit the CBRNE consolidation effort. GAO reviewed DHS consolidation planning documents, interviewed relevant officials and obtained selected updated information on DHS planning efforts.
What GAO Recommends
GAO made two recommendations to DHS in 2016 to (1) complete, document, and make available analyses of key questions related to its consolidation proposal; and (2) use the key mergers and organizational transformation practices identified in GAO's previous work. DHS did not concur with the first recommendation and it was closed as not implemented. DHS concurred with the second recommendation and has not yet implemented it. GAO will continue to monitor DHS's efforts to address the second recommendation.

Automated Border Control Kiosks Reach 71% CAGR Over Four Years with 71 Installations at 59 International Airports and Cruise Terminals

TSA Awards Integrated Defense and Security Solutions (IDSS) a $4.4 Million Base Contract for Further Development of the DETECT™ 1000 Dual Energy Computed Tomography Checkpoint Screening System
ARMONK, N.Y., Nov. 29, 2017 -- Integrated Defense and Security Solutions, IDSS, today announced that the Transportation Security Administration (TSA) has awarded a base contract, valued at approximately $4.4 million for a 12-month development effort related to the new TSA Accessible Property Screening System (APSS). Under the contract, TSA will acquire several prototypes of the DETECT™ 1000 screening system with support, and options to purchase additional prototype systems in the future.
In parallel, since June, TSA has been demonstrating the DETECT™ 1000 operationally at Boston's Logan Airport. Several other U.S. and international customers have also obtained IDSS systems for operational evaluation.

Release Date: November 27, 2017, SALTON CITY, Calif., – El Centro Sector Border Patrol agents assigned to the Highway 86 checkpoint, arrested a man suspected of smuggling methamphetamine inside his pickup’s gas tank on Friday morning.
The incident occurred at approximately 11:40 a.m., when a 66-year-old man approached the checkpoint in a 2003 Chevy Silverado. Before the driver reached the primary inspection area, a Border Patrol canine detection team alerted to the driver’s side of the vehicle.
Agents referred the man to secondary inspection for a closer inspection of his pickup.
Upon further inspection, Border Patrol agents found 74 packages stuffed inside the pickup’s gas tank. Agents tested the contents of the packages. That test indicated a positive for characteristics of methamphetamine.
The total weight of the methamphetamine was 77.22 pounds with an estimated street value of $270,270.
Gas tanks are a common hiding place drug traffickers use to smuggle their narcotics.
The man, a naturalized citizen, the vehicle and narcotics were turned-over to the Drug Enforcement Administration for further investigation.
In fiscal year 2018, El Centro Sector has seized more than 197.54 pounds of methamphetamine.
Agents Arrest Man for Smuggling Meth, Fentanyl
TUCSON, Ariz., November 27, 2017 – Tucson Sector Border Patrol agents working at the immigration checkpoint on Interstate 19 near Amado found more than 50 pounds of methamphetamine and multiple fentanyl pills in a Nissan sedan following a canine’s alert on Nov. 22.
Agents referred the driver, an 18-year-old man from Nogales, Arizona, for a secondary inspection of the vehicle after a Border Patrol canine alerted to an odor it was trained to detect. As a result, agents found multiple packages of meth, worth in excess of $162,000, and more than half a pound of fentanyl valued at nearly $12,000.
Agents arrested the driver for narcotics smuggling and seized the sedan and its contents.
According to information posted on DEA.gov, Fentanyl is a potent synthetic opioid, prescribed for severe chronic pain, or breakthrough pain, to patients who are already receiving opioid medication. It is considered to be about 100 times more potent than morphine.
Border Patrol Arrests Convicted Sex Offender and MS-13 Gang Member
OCOTILLO, Calif., November 27, 2017 – U.S. Border Patrol agents assigned to the El Centro Sector arrested two potentially dangerous men, a previously deported sex offender and an MS-13 gang member, who illegally entered the United States Friday morning.
The first incident happened at approximately 5:15 a.m., when Border Patrol agents patrolling approximately 22 miles west of the Calexico Port of Entry, encountered a man who was illegally present in the United States.
Agents arrested the man and transported him to the El Centro Station for processing.
Agents conducted record checks which revealed that the man had a previous notice to appear from San Jose, CA for lewd acts with a child under 14.
The man a 44-year-old Mexican citizen, will be removed to his country of origin.
The second incident occurred at approximately 1:15 p.m., when Border Patrol agents patrolling 11 miles west of the Calexico Port of Entry, encountered a man who had illegally entered the United States.
Border Patrol agents arrested the man and transported him to the El Centro Station for processing.
After agents conducted record checks they were able to identify that the man had a previous record with affiliation to the MS-13 gang from Honduras.
The man was removed in 2010 and will be processed as a Reinstatement of previous removal.
The man, a 24-year-old Honduras citizen, will be removed to his country of origin.
Armed Mexican Smuggler Arrested near Gila Bend
TUCSON, Ariz., November 27, 2017 – Tucson Sector Border Patrol agents from the Ajo Station seized a Dodge minivan and a handgun Sunday after identifying the driver and three passengers as Mexican nationals illegally present in the United States.
Agents stopped the minivan on westbound Interstate 8, outside of Gila Bend, Arizona, Sunday afternoon to conduct an immigration inspection. While questioning the occupants, agents determined all individuals were Mexican nationals who had entered the country illegally.
During a subsequent search of the vehicle, agents discovered a 9mm pistol and ammunition, belonging to the driver.
In addition to seizing the vehicle and weapon, agents arrested the four occupants for immigration violations, in accordance with Tucson Sector guidelines. The driver will also be presented for prosecution and could face additional charges for his role in the smuggling attempt, as well as for illegal possession of a firearm.
Agents Arrest Illegal Alien Convicted of Rape
TUCSON, Ariz, November 27, 2017 – Border Patrol agents from the Tucson Station apprehended a 40-year-old Mexican man in the desert near Sasabe, Arizona, on Saturday afternoon for illegally entering the United States.
While processing Juan Sotelo-Carasco, agents conducted a records check and learned he was convicted and sentenced in 2016 for rape in Contra Costa County, California.
Sotelo is being held in federal custody pending prosecution for felony criminal immigration violations.
