DHS plans to produce a 6-10 minute video on ‘terrorist indicators’ for nation’s fusion centers

The National Emergency Training Center, of Emmitsburg, MD, a unit of DHS, is looking for a film production company that can script, shoot and edit a 6-10 minute video that can be used by the nation’s 72 fusion centers to educate viewers about “terrorist indicators” and explain how and where to report suspected terrorist activities.
The successful production company will research and write a script, coordinate with a laundry list of DHS offices, acquire all necessary actors, props and costumes, film in as many as three separate locations across the country, and provide the final video, preferably in High Definition, by November 1.
“To facilitate effective communications and outreach efforts by State and major urban area fusion centers, DHS is supporting the development and delivery of professional-quality prevention related communications and outreach materials to states in a customizable video format,” explains a statement of work prepared by FEMA, which issued the formal solicitation on June 10.
Prospective vendors have until June 28 to provide their quotation to Richard Taylor at richard.taylor@dhs.gov.
The producer will be expected to provide the final video in a format that would enable any of the 72 fusion centers to customize the video by adding their name, logo and phone number to the finished presentation.
DHS indicated in its solicitation that filming can take place in as many as three different U.S. locations, but did not identify any specific locations. “Cities are to be of recognizable nature showing nationally recognizable buildings, landmarks, etc., but are otherwise of the offeror’s choice,” says the solicitation.
FEMA said its original intent was to award a sole source contract to the nonprofit Center for Empowered Living & Learning, known as The CELL, which produced a multimedia exhibit on terrorism that was first shown in Denver, CO, but that plan has been changed. “This requirement is now opened to competition based on availability of responsible potential contractors,” says the solicitation.
