Contract awards increase for all 10 top DHS vendors

The roster of leading suppliers to the U.S. Department of Homeland Security during fiscal year 2008 seems to have solidified, with seven of the Top 10 companies from last year's list re-appearing on this year's Top 10 list as well.

The corporate faces may be familiar, but their sales successes seem to have swelled in FY2008, with total revenues received by each of the Top 10 positions showing a marked increase over the amount of money the same position took in during the previous year.

Contractual data compiled by GSN: Government Security News to tabulate its Top 100 rankings is supplied by the Federal Procurement Data System (FPDS), the federal office that accumulates and digests contract data government-wide.

GSN chooses to look exclusively at contracts awarded by DHS, though additional work in the homeland security field is paid for by other federal departments as well, such as Defense, Health and Human Services, Transportation, Justice and State.

This year, there apparently was a glitch in the FPDS statistics, according to DHS. GSN first obtained the contractual revenue figures for fiscal year 2008 (which ran from Oct. 1, 2007 through Sept. 30, 2008) from FPDS on Oct. 8, 2008, about one week after the close of FY2008. Based on that information, Integrated Coast Guard Systems, a joint venture of Lockheed Martin and Northrop Grumman, that supplies ships and aircraft to the U.S. Coast Guard, showed total revenue of $905,115,547, which would have placed the JV in the No. 1 position on this year's Top 100 list, the same spot it occupied last year.

However, in December 2008, GSN received word from the office of the under secretary for management at DHS that the revenue figure for the JV, in excess of $900 million, was not accurate. "That earlier figure was in error," Larry Orluskie, communications director for that office, wrote in an e-mail to GSN on Dec. 18. "The correct figure is $245 million."

GSN adjusted its Top 100 list in accordance with this guidance from DHS.

"We discovered the error during our FPDS-NG verification and validation process which we are in the process of finishing," Orluskie continued. "Apparently there was a data entry error where a 2007 obligation was recorded in the 2008 fiscal year."

In late 2006, Boeing won a $2.5 billion contract to lead a coalition of companies to develop SBInet, the high-tech component of the Strategic Border Initiative designed to improve security along the nation's southern border.

Boeing plans to provide Customs and Border Protection and the Border Patrol with detailed situational awareness through a 'common operating picture' that gives every field agency the advantage of real-time, integrated information about illegal crossing activity.

The SBInet team will deploy ground-based and tower-mounted sensors, cameras and radars; fixed and mobile telecommunications systems; ground-penetrating detecting systems; command and control center equipment; and information database and intelligence analysis systems.

IBM is actively fulfilling the terms of its indefinite-delivery, indefinite-quantity contract under the DHS Enterprise Acquisitions Gateway for Leading Edge (EAGLE) program in the following functional categories: engineering design, operations and maintenance, independent test & evaluation, software development, and management support services.

In September 2007, the Transportation Security Administration (TSA) awarded a five-year, $98.5 million contract for IT and software services to IBM Global Business Services. The agreement will bring all of TSA's software application development under IBM's management.

Accenture is a global management consulting, technology services and outsourcing company with approximately 140,000 employees. It provides information technology support services to DHS in the areas of software development and management support under the department's Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) program and has provided software support for the US-VISIT program and other TSA efforts.

As part of the US-VISIT contract, Accenture assumed operational responsibility for the legacy Automated Biometric Identification System (IDENT), the largest biometrics-based program in the world.
